Feasibility Study/Project Management: Chiltern Leisure Centre

Having delivered the authority’s sports facilities strategy, KKP was appointed by Chiltern District Council (CDC) to assess its options in respect of a potential new community leisure centre hub project in Amersham to replace the Chiltern Pools. We delivered a detailed feasibility evaluation, outline costs and sketch plans for a venue comprising:

  • 8-lane 25m competition pool.
  • Teaching/diving pool & splash pad.
  • Village change.
  • Café/viewing and pre sales zone.
  • Fitness suite/dance studios/spin studio.
  • Sports hall (and storage).
  • Squash courts – with moveable walls.
  • Climbing wall and bouldering.
  • Spa Zone and treatment rooms.
  • Clip n’ climb kids zone/party room.
  • Soft play and party rooms.
  • Library and theatre.
  • Community zone and meeting rooms.
  • Community kitchen, admin and stores.
  • Citizens Advice offices.
  • Children’s pre-school provision.

 

We led a full public consultation, developing key materials, running numerous public and stakeholder meetings, distributing materials, utilising social media and conducting an online survey – all underpinned by extensive local publicity. This secured an excellent response of 3,000-plus local people securing the mandate for the venue.

The strong Council and community support confirmed the proposed specification and demonstrated that it was possible to sensitively fit the range of co-located facilities included on the preferred site while ensuring that the integrity of adjacent open spaces and the needs of the many interested stakeholders were met.

This project exemplifies the benefits of co-location and the synergies achieved by locating community-focused activities under one roof. The operational challenge addressed ensures that all key user groups will benefit from a centralised catering offer and extensive ancillary facilities without losing their identity. It will accommodate activities and users ranging from youth groups and U3A to diving and competition swimming, plus fitness and community activity. The balance of commercial focus and community activity means that it operates at a healthy surplus.


KKP supported CDC to develop the scheme in detail, testing key adjacencies and co-location advantages. We led the consultation/negotiation with Fields in Trust and Amersham Town Council in respect of reconfiguring protected open space to enable the development. This project is illustrative of our expertise in concept development, financial modelling and producing innovative business solutions. KKP also further tested business plan resilience as the project progressed, supporting the Council with project development and implementation.
