Needs assessments: indoor & built facilities

Local authorities need to plan for and safeguard provision. In England alone, each year, they spend £1.2 billion subsidising opportunity for people to take part in sport and physical activity and invest £450 million in facility improvement. They need to safeguard this, working closely with the relevant national sports councils, NGBs and CSPs to improve provision for local people. Hence, PPG17/TAN16/PAN65 facilities planning is high on current agendas:

  • BSF - the strategies we developed for North East Lincolnshire, Somerset and Telford & Wrekin have underpinned Strategy for Change documentation and BSF submissions to the DCFS. Our work in North Lanarkshire is informing planning for schools refurbishment and replacement in the same way.
  • PPG17 compliance - we have translated previous assessments into robust, defensible strategies to underpin the development of LDF frameworks and SPDs in Wakefield, Southampton and Carrick.
  • Planning frameworks - our facilities analysis and modelling is being used to substantiate major facility investment programmes, stadia, regional centre and 2012 training camp proposals in Derry, Northern Ireland.

For these complex assignments we start from a base ensuring that information drawn from national datasets such as Active Places is actually accurate, We then utilise Active Places Power/Plus (and the ASA's facilities appraisal tools) plus our own GIS systems to model and analyse supply and demand and inform this with demographic profiling and population modelling based upon planned housing development. Combining this with facility condition analysis, consultation and our own experience/expertise, enables us to offer authoritative advice on which facility rationalisation, replacement, improvement and management.
