KKP is acknowledged to be a leading expert in this area of provision.

PPG17 compliant open space assessments are now one of the elements of a council local development framework (LDF), introduced to ensuring local authorities offer the best possible service to residents.

Our approach centres on assessing exactly what there is, developing understanding about if, whether and how it does or could meet community need and providing clear direction for future development. This proven combination of intelligence, insight and strategic expertise places us at the forefront of open spaces, outdoor recreation, play and playing pitch strategy work nationally.

From development of playing pitch or children’s play strategies to full PPG17 compliant open space, sport and recreation strategies we follow the industry-recognised five step approach to carrying out open space needs assessments and strategy development - as outlined in PPG17 guidance:

  • Stage 1: Identifying local needs.
  • Stage 2: Auditing local provision.
  • Stage 3: Set local standards for provision.
  • Stage 4: Assess shortfall against standards.
  • Stage 5: Recommendations.

In addition, all our work is produced in accordance with:

  • PPG 17: Planning for Open Space, Sport and Recreation.
  • Assessing Needs and Opportunities: A Companion Guide to PPG 17.
  • Towards a Level Playing Field: A guide to the production of playing pitch strategies.
  • Green Space Strategies: A good practice guide’, published by CABESpace (2004).

Built on in-depth analysis, comprehensive community consultation and quality field-work, our audits and strategies provide local authorities with clear plans to improve, invest in and protect open spaces and to guide future provision resource management

Unmatched expertise - Our excellent in-house field research team enables us to manage large, complex assignments with clarity, confidence and a fieldwork capacity unmatched in the sector.

Green Flag

Green Flag Award logo Green Flag is the national standard for parks and green spaces across England and Wales.

Three of our consultants are experienced Green Flag Judges. Each year, they assess parks and open spaces sites to determine whether they are welcoming, safe, well maintained and generate strong involvement in the local community.

Our judges, and through them all our field research staff, are trained in all aspects of the quality standard. Across the Company we conduct, on average, 3,000 separate assessments of parks and open spaces each year. Each assessment is based on Green Flag criteria so we provide invaluable support to authorities considering their applications.
