Public Service and Local Area Agreements

Public service and local area agreements are an increasingly common feature of local authority provision. KKP has supported a number in developing and monitoring their agreements:

Trafford

Year 9 survey results show that, despite having very strong club membership overall, Trafford has one of the largest differentials between boys and girls and particularly low membership for girls. Year 9 data was used as the basis for its LPSA to develop programmes to address this gap.

Bury

To achieve a minimum of 2 hours of high quality PE and school sport Bury MBC employed a team of coaches to deliver activity in primary schools. KKP evaluated the pilot programme to maximise its chances of success and subsequently evaluated it on completion to ensure that PSA targets had been met.

Enfield

KKP surveyed all Year 6 and Year 9 pupils in the London Borough of Enfield in 2003 to provide baseline measures for its LPSA. The survey of over 3,000 pupils will be repeated in 2006 to assess the success of programmes implemented.

Oldham

KKP has worked closely with arts staff in Oldham MBC and the Arts Council Northwest to develop the first arts LAA in the region. KKP will provide a baseline measure of participation and then assess, over the lifetime of the LAA, the achievement of stretch targets and the impact of programmes to attract residents into active arts activity through analysis of ticket sales and survey data.

Salford

Year 9 survey data provided Salford Community Leisure with the evidence for monitoring its LPSA targets. Using this baseline its cultural LPSA is geared to increasing the proportion of young people participating in cultural activity in the City. Salford exceeded the target set and achieved the reward grant.

KKP is also piloting an innovative movement literacy and fitness evaluation project with SCL.
