Preparing for Local Development Framework

In preparation for its forthcoming Local Development Framework, Kirklees Metropolitan Council (KMC) commissioned KKP to undertake a PPG17 compliant study of open space, sport and recreation provision. 

This project is allowing KKP to expand and build upon its standard PPG17 work. It incorporates habitat assessments and reviewing the amenity value of school playing fields. KKP has developed specific site assessments to review these elements.

The work also considers how open space sites can contribute to a potential green network by investigating priority links. These are defined as sites offering existing or potential off road transport connections between open spaces, local centres, leisure facilities and schools or ‘trip generators'.

To determine the quality and value of existing open spaces more than 2,500 site assessments have been completed. All sites were scored against Green Flag criteria.

In addition to the general open space coverage, habitat assessments to all semi-natural, green corridors and priority links were undertaken.  KKP's team of dedicated researchers demonstrated their cross disciplinary expertise in environmental management in the conduct of the review.

Consultation undertaken with over 100 groups and/or individuals has focused upon identifying local perceptions with regard to the quantity, quality and accessibility of open space provision across the Borough. Findings are also being used to establish the level of local demand to support the assessment of existing and future needs of the Kirklees communities.

The next stage of the study is to analyse findings and produce typology specific standards within the sub areas of the Borough. This will enable KMC to lever funds from developers to enhance and improve opens spaces across the Borough.
