Assessing potential for local authority/university collaboration
Manchester Metropolitan University (MMU) and Crewe and Nantwich Borough Council (CNBC) commissioned Knight, Kavanagh & Page (KKP) to deliver a feasibility study in relation to the joint development of a major new combined University/ Council sports complex on MMU's Crewe campus.
This was considered to be a ‘once in a lifetime' opportunity for both organisations to develop a mutually beneficial solution to their sports facility needs. MMU was in the process of centralising all of its MMU Cheshire activity onto the Crewe Campus and thus needed new facilities for academic courses as well as to meet student recreational needs; while CNBC needed to replace the Crewe Swimming Pool, which was nearing the end of its useful life.
In addition to resolving each organisation's sports facility challenges, the development of a new joint flagship facility for the town also had the potential to enhance MMU's community links and enhance Crewe's aspirations to become a true university town. It was also an opportune time for both partners to develop a legacy to capitalise on the London 2012 Olympic Games.
KKP was praised for its systematic, innovative approach. Work encompassed audit of existing and planned provision, analysis of current use together with a market assessment and appraisal. Following stakeholder consultation and facility mix assessment, we produced a detailed business plan, options appraisal and a design concept.
The facility mix reflected the needs of both organisations and their aspiration to develop an iconic facility for the town. It included an eight lane 50m swimming pool, small teaching pool with moveable floor, 12 badminton court sports hall and a 100 station fitness suite.
This would enable the Council to drive local health improvement and give residents access to a sports hall throughout the day. It would also enable MMU to offer students and staff at Crewe a wider physical activity entitlement and enhance its, already excellent, academic reputation plus its international quality research in biomechanics, physiology and psychology.
The site options appraisal concluded that the Crewe Campus would be the most appropriate location. In terms of on-Campus location, a site close to the main road was recommended to maximise perceptions of public availability. We also reviewed management options for the service, estimated capital costs, assessed possible funding sources and developed a detailed business plan to illustrate the commitment and income streams for both organisations.
Both organisations are currently considering whether and how this development can be taken forward in light of the current economic climate and local government changes which will lead to creation of the new Cheshire East authority and the dissolution of CNBC.
