As we compile this edition of KKP News, we are engulfed with media doom and gloom about the economy. But as the game's not over until the final whistle blows, read our piece on the importance of ensuring that sport, leisure and culture gets its share of any remaining pie!

No corner of the UK is safe! You can see how agencies in Wales are rising to the challenge in Jonathan's article below.

With whole sport plan implementation cranking into gear, we throw in a few suggested hindsight based do's and don't about workforce planning.

Changing tack is our feature on the Clubmark Charter. We are, of course, biased, but we strongly advocate local policy to reward (and strengthen) clubs which do the right thing in the right way, supporting grow and sustain agendas and Government physical activity ambitions.

Jonathan Woods, Principal Consultant at KKP gives his perspective on how sport has contributed to the development of a country.

The heritage, social, economic and geographical make up of Wales contributes to a situation that requires significant change, creates challenges and provides opportunities. However, in today's climate it is not economically viable or sustainable to address them in isolation. Sport can contribute in several ways.

Many regeneration initiatives in Wales are looking at sport to achieve wider social benefits. ‘The Works' learning campus based project in Ebbw Vale at the Steelworks site is being used as a vehicle to improve educational attainment. KKP is currently identifying the most appropriate option and specification for a state of the art sports facility, adjacent to a new college, the intention being to attract more young people to stay in education post-16.

Planning for the future, WAG and public bodies are looking for ways to improve efficiency. Local authorities in SE Wales have sought (and taken) our advice on collectively providing sports development services, rationalising who does what, where and why and reaping the financial benefits of working collectively. It is also leading to the provision of better services for local residents.

Working with clients across Wales on sport and leisure projects, we have evaluated capital and revenue funding programmes, conducted strategic reviews, management options appraisals, market research, open space and playing pitch studies to produce robust evidence and rationales for several Welsh local authorities. This ‘basket' of products and services is helping to ensure that sport makes an effective contribution to achieving both social and economic outcomes.

And finally...

Why not give schools a meaningful cash reward for every pupil (or member of staff) that cycles to school on more than 50/100/150 days per annum; surely this is a better solution than a congestion charge - and a boost to this industry sector!

Linked to this, could the number one target for financial support be manufacturers of school bike sheds? These have, over decades, promoted various forms of exercise (not just cycling) and would have nostalgic as well as a practical value.

 How about a national campaign targeting (say) 35-45 year olds. Clubs could be given cash incentives to persuade players intending to retire to stay on and play for another year (normal age of retirement determined on a sport by sport basis). Retaining proven active members (with double points for the under-represented) surely has as much if not more potential than youth recruitment - to achieve participation targets!

 Our congratulations to Barbara Slater - new director of sport at the BBC; good to see that merit, hard work and real experience occasionally wins over celebrity and hype.

 How about developing a system to enable people who use buses to be rewarded for walking to the next stop (double points in rural areas!)
