South Lakeland District Council (SLDC) has appointed management consultants Knight, Kavanagh & Page (KKP) to undertake an open space study, including a playing pitch assessment. This will build on existing data and recommend appropriate strategies, policies and standards for inclusion in the Council's Local Development Framework and influence its wider open space strategies. The geographical area for the study borders two national parks - The Lake District National Park and The Yorkshire Dales National Park.

KKP will base its assessment and subsequent strategy on PPG17 and Sport England guidance (Towards a level playing field). It will manage the assessment using the five-step approach outlined in PPG17 guidance; from identifying local needs to documenting recommendations. This will involve extensive consultation with parish councils as major providers of open space in the area and examine provision for both indoor and outdoor sports facilities.

KKP is a market leader in this field. It has an extensive track record in playing pitch and open space studies and has, over the last 5 years, researched and developed strategies for more than 50 local authorities throughout the UK. It offers specific expertise in addressing facility provision in rural communities. 

A comparable open space study was recently delivered for Hyndburn Borough Council. Commissioned by Craig Horabin, Parks and Open Spaces Manager, this highlighted the Council's key strengths in the area of park and garden management and community engagement. Commenting on the quality of service provided, Craig said, "All the KKP staff involved were professional, very approachable and friendly. This has not always been my experience and adds value to the project delivery process."

The open space study in South Lakeland will involve assessment of more than 200 open spaces and playing pitches and is scheduled to be complete by September 2007.
