A world class plan for rugby

KKP researched, drafted, negotiated and presented the World Class Plan for Rugby in England. Over a period of several years and against the backdrop of the uneasy environment through which the RFU and the senior clubs worked while the Game was going professional, KKP consulted and drew upon the expertise of elite players and coaches, managers and related staff throughout the sport to produce an innovative, visionary but also universally accepted and workable plan.

Working also with the (then) World Class team at Sport England, with the England coaching set up, International Rugby Board specialists, and practitioners from rugby and other elite sports throughout the World, KKP developed, through numerous drafts a comprehensive and widely acclaimed plan. This both drew upon World best practice but also reflected the structure and specific characteristics of the game in England.

In addition to formulating the plan, KKP led the negotiation with Sport England and was part of the presentation team that ultimately secured the £8million grant obtained from the World Class Panel to support its implementation.

Having steered the plan through both RFU Management Board and having gained the assent of professional clubs' representatives, KKP was then retained to manage implementation of key elements of the World Class Plan process.

As part of this, it drew up the template for what is now the elite performance planning department (including all job roles, descriptions, salary structures etc.) that now operates within the RFU.

The structure proposed is, in fact, the one now fully adopted by the sport. This ensures that the England coach and those working with other national sides report to the performance director. This retains an overview of the development of elite players - at all levels - ensuring that at all levels of the game the work undertaken with players is geared to supporting the achievements of the full England squad; at Rugby World Cups.

KKP was also involved in the negotiations with professional clubs and managed the appointment processes whereby more than 30 management staff were selected to manage the RFU England academies; at the key professional clubs in England.

It was subsequently retained to evaluate the effectiveness with which the academies were established and how they went about setting up the processes put in place to develop elite young players (aged between 16-19 years).

Other work for the RFU during, and since this assignment, has included work developing proposals for the reorganisation and refocusing of the England Schools Rugby Football Union, various projects with and for community rugby and the development of county strategies at constituent body (CB) level.
