To support its local development framework, Three Rivers District Council commissioned KKP to undertake an assessment of open space, sport and recreation provision in the District.
KKP undertook a comprehensive audit of all provision in the District. Site visits identified the high quality of open spaces in the area. Detailed consultation with local stakeholders and GIS mapping of all sites revealed a number of deficiencies in provision. Shortfalls have been incorporated into new standards of provision, which form the basis of revised supplementary planning documents, prepared by KKP and which give the District a robust basis upon which to secure contributions from developers.
The assessment of outdoor sports facilities, undertaken in line with Sport England methodology also identified a shortfall in provision and the need to improve the quality of sites. KKP's detailed strategy and action plan identifies priorities for investment and provides a firm basis for improving the level of community use of schools based pitches in the District.
Detailed consultation and market research with local residents identified a shortfall of a swimming pool and a learner pool. The strategy and action plan provides a basis for support for a new pool (in neighbouring Watford) to address this and to refurbish current provision.
The database of all provision has been supplied to the Council and training provided by KKP to enable staff to meet the requirements of PPG17 in maintaining an up to date record of provision for open spaces, sport and recreation.
